Residents' permit eligibility guidance

Terms and conditions for use of Permits in Resident Zones. The issue and use of residents parking permits is strictly controlled by the zones traffic regulation order.

Please read the following information carefully.

1. Am I eligible for a Resident's Permit?

This section outlines the eligibility criteria depending on the Resident Parking zone you live in:

1.1 Flats and shared accommodation – applicable to all zones

Occupiers of flats and shared accommodation may have to check to establish whether or not they have an official and separate address

1.2 Properties developed since March 2001 – applicable to all zones

Any properties built, subdivided or created by means of a change of use under planning permissions granted since March 2001 are affected by policies restricting the level of parking and do not qualify for permits of any sort under the scheme.

1.3 Properties with off-street parking

Zones 2-5, 8, 13 to 15, 17 and 18, 20 or 22

You are not entitled to a Residents’ Permit if you have off-street parking for two or more vehicles. If you have off-street parking for one vehicle you may apply for a Permit for a second vehicle.

Zone 1

You are not eligible for a residents permit in Zone 1 if you have off-street parking for one or more vehicles.

Zone 3 (Centenary Quay)

Different rules apply to 70, 84, 96, 98, 100, 110, 112, 114, 116, 118 or 120 Victoria Road; residents of these properties are eligible for one Residents' Permit and no Visitors' Permits.

1.4 Number of permits allowed per address

All zones except Zones 1, 2 - 16, 26 & 27

Maximum of one per person and one per official postal address

Zone 1 and waiting list for Second Residents' Permits

Maximum of one per person and one per official postal address
There are also 100 second Residents' Permits available to qualifying addresses in this zone. These will be issued on a first come, first served basis. Any resident wishing to apply for an extra Permit will need to place their name on a waiting list

Zones 2 to 16, 26 & 27

Maximum of one per person and two per official postal address

You will only be able to park in the zone you have been issued on your Permit. You can check your zone boundary and restriction times using the zone map.

Please make sure you also check the roadside plates when you park to check when restrictions are in force.

2. Vehicle eligibility

You will be entitled to a Residents' Permit if (subject to other conditions) you are a resident who keeps and uses a vehicle which is:

Passenger vehicle adapted to carry not more than 8 passengers excluding the driver
Passenger vehicles no more than 5 meters in length and not drawing a trailer
Goods vehicles up to 3.5 tonnes maximum gross weight, not drawing a trailer
Motor Cycle with fewer than 3 wheels of which the weight unladen does not exceed 410 kilograms.

3. Visitor & and other types of permits

3.1 Book of Visitor Scratch cards

Visitors scratch cards can be purchased by residents who live in a numbered residents' Permit zone, for the use of visitors of residents.

All zones except 13 to 14, 17 and 18, 20 and 22

You are limited to a maximum of 60 Permits (6 books of 10 Permits) per address in any 12-month period (from date of issue)
Zone 3: different rules apply to 70, 84, 96, 98, 100, 110, 112, 114, 116, 118 or 120 Victoria Road; residents of these properties not eligible for Visitors' Permits

Zones 13 to 14

Maximum of 20 permits (2 books of 10 permits) per address in any 12-month period from date of issue

Zone 17 and 18, 20 and 22

There is no entitlement to Visitor Scratch cards in this zone

3.2 Annual visitors permits

This is a paper Permit which the Permit holder can display in any vehicle, and allows that vehicle to park in a resident parking bay or shared use bay within the named street (or part of the street) shown on the Permit.

Permits are priced at a flat rate and do not depend on the resident having a car for their own use.

Annual Visitor Permits can only be used by visitors of the property and not residents of said property.

All zones except 13 to 14, 17 and 18, 20 and 22 (as these zones are not eligible)

Limited to one per residential property in any 12 month period from the date of issue.

The issue and re-issue of Visitors’ Permits is entirely at the council’s discretion and may be limited in zones where there is a shortage of available on-street parking for residents.

3.3 Business, Tradesman and Landlord permits

Applicable to all zones except Zones 1, 3 Centenary Quay, and Zones 18, 20 and 22 (as these zones are not eligible Business Permits)

Businesses in a resident’s zone that need a car in the course of daily work can purchase an annual business Permit
A maximum of two Permits can be purchased
Tradesman and Landlords carrying out work at an address in a Residents' Permit zone can apply for a 2 week business permit

3.4 Essential visitors permits

Applicable to all except Zones 3 (Centenary Quay), and Zones 20 and 22 (as these zones are not eligible for Essential Visitors' Permits)

For residents in a residents' Permit zone for use by their carers whilst providing care in the home

3.5 Medical Permit

For registered medical practitioners while visiting patients in a residents' Permit zone at their home
This Permit is only intended for use whilst you are visiting clients at their homes. It should not be used to park at your place of work, for example surgery or hospital.
