To consider a report of the Cabinet Member for Environment and Transport seeking approval for an award of funding from South East European Regional Development Fund Competitiveness Programme.
The Department for Communities and Local Government’s (DCLG) Project Selection Committee confirmed on the 14th November 2011 that Southampton City Council’s ‘Hampshire Co-ordinated Freight Community’ (HCFC) project application for funding under the South East European Regional Development Fund (ERDF) Competitiveness Programme 2007-13 has been provisionally accepted. It is anticipated, subject to clarification of details with DCLG prior to the 19th December, that this provisional acceptance will be formalized. It is proposed that Cabinet approve the award for EU funding of £1.046m for the HCFC project, which will provide a Consolidation Centre and an on-line vehicle booking and networking system for the logistics community, during the period 2012-2014. A further £1.046m match funding will be met partly through a Southampton City Council commitment of in kind support of £175,550 and £224,151 of SCC Local Sustainable Transport Fund (LSTF) grant already awarded. The remainder of the match funding will be met by the partners in the HCFC project.

Slippage/Variations/Reason for Withdrawal: Southampton City Council approached the ERDF in order to seek a delay in the project of one year due to a number of market uncertainties. These uncertainties had caused the project partners to be no longer able to commit to invest their match funding amounts this year. The ERDF were not able to accept a delay or revised proposal and so regrettably the proposal had to be withdrawn.
