Local Transport Plan 3

To consider the report of the Cabinet Member for Environment and Transport seeking approval and adoption of the Local Transport Plan 3 (LTP3) for Southampton. 

 

The Local Transport Plan 3 will set out the strategy and policies for future transport development within the City, in line with Government policies, priorities and guidance.  The document will be formed of two elements:

  • A South Hampshire Joint Strategy, setting out the transport policies, shared through Transport for South Hampshire (TfSH) with our partner authorities of Hampshire County Council and Portsmouth City Council; and
  • An Implementation Plan for the City of Southampton.

 

The South Hampshire Joint Strategy will set out the overarching transport strategy across the South Hampshire area for the years to 2031.  This strategy aims to ensure that transport issues beyond Southampton’s boundaries, but which directly affect Southampton, are effectively addressed.

 

The Implementation Plan for the City of Southampton sets out how the strategy and policies set out will be put into practice.  This implementation plan will detail planned spending on transport improvements and maintenance between 2011 - 2014.

SCC Implementation Plan and Joint Strategy

  • Circulation of draft Local Transport Plan 3 implementation plan (incorporating final South Hampshire Joint Strategy) to SCC and external stakeholders;
  • Briefings to SCC members and key officers, and
  • Presentations to / meetings with SCC and external stakeholders.

 

South Hampshire Joint Strategy

12 week consultation period consisting of:

  • Circulation of Joint Strategy Consultation Draft Document;
  • Strategy Document publicity;
  • Stakeholder events x 3;
  • Online response survey;
  • Written (postal) response survey;
  • Drop-in events (organised by Hampshire County Council and Portsmouth City Council);
  • Internal briefing meetings to members and key officers;
  • Presentations to / meetings with internal and external stakeholders; and
  • Publication of “summary of consultation activities” document.
