Slippage/Variations/Reason for Withdrawal: This Cabinet report is being slipped to the 18th June 2013 to allow more time for members to consider what resources can be made available to realise the aspirations for the capital programme for 2013/14 onwards. This item has been withdrawn from the 18th June Cabinet meeting to allow for all the report’s recommendations to be discussed and decided upon at full Council in July.
