Minutes: The Panel considered the report of the Head of City Services requesting Members to consider the objections made to 'The Southampton (27 Highfield Crescent) Tree Preservation Order 2024'.
Ms Baston (Objector) was present and with the consent of the Chair, addressed the meeting.
The Panel noted that there were no updates from the presenting officer. The Panel then voted on the recommendation to confirm the Tree Preservation Order.

Planning Application - 24/00694/FUL - Mayflower Park Report of the Head of Transport and planning recommending that conditional approval be granted in respect of an application for a proposed development at the above address.

Erection of Spitfire monument and memorial (resubmission of Planning Permission 19/01363/FUL) (amended location).
Ros Casey and Graham Linecar (objecting), Steven Dean (agent), and Councillor Noon (ward councillor) were present and with the consent of the Chair, addressed the meeting. In addition the Panel noted that a statement from Andy Gravell had been received, circulated, read and posted online from
The Presenting officer informed the Panel that no objection had been received from Natural England following its review of the Habitats Regulations Assessment . That the Southampton Common and Parks Protection Society had raised no objection in its latest consultation response to the application. In addition it was noted that report should have referred to the Old Town Community Forum and not the disbanded Old Town Residents Association.
During discussion on the item, Members raised the issue of draining on the site and officers agreed to add an additional condition, as set out below, that would seek to address drainage.
In addition during discussion on the item Panel Members discussed the period of time set out in Condition 1. Members raised a concern that the proposed 10 year commencement period was too long and may prohibit any future plans for the Park. Councillor Windle raised a motion to amend Condition 1 from the 10 year period as set out in the papers to a period of 3 years which was seconded by Councillor G Lambert. Upon being put to the vote, the amendment to the recommendation carried.
Upon being put to the vote the Panel confirmed the Habitats Regulation Assessment.
The Panel then considered recommendation to grant planning permission subject to criteria listed in the report as amended. Upon being put to the vote the recommendation as amended was carried. RECORDED VOTE

Planning Application - 23/00349/OUT - 49-51 Belmont Road Report of the Head of Transport and Planning recommending that the Panel delegate approval in respect of an application for a proposed development at the above address. Additional documents: Minutes: The Panel considered the report of the Head of Transport and Planning in respect of an application for planning permission for the proposed development at the above address recommending that the application that authority be delegated to the Head of Transport and Planning to grant planning permission subject to the criteria listed in the report.
Redevelopment of the site. Erection of a 3-storey building containing 9 flats (2x 3-bed flexible C4/C3 use, 5x 2-bed and 2x studios) with associated parking and cycle/refuse storage, following demolition of existing 2 dwellings (Outline application seeking approval for Access, Layout and Scale) (amended description).
The presenting officer reported that there were no required updates but noted that the reports description of the development was inaccurate and should read as above.
Councillor Barbour (ward councillor) was present and with the consent of the Chair, addressed the meeting.
Upon being put to the vote the Panel confirmed the Habitats Regulation Assessment.
The Panel then considered the remaining recommendations that the application be delegated to the Head of Transport and Planning to grant planning permission subject to criteria listed in the report. Upon being put to the vote the recommendations were carried unanimously.
RESOLVED
1. To confirm the Habitats Regulation Assessment set out in Appendix 1 of the report. 2. That authority be delegated to the Head of Transport and Planning to grant planning permission subject to the conditions in the report [and any additional or amended conditions or planning obligations set out below] and the completion of a S.106 Legal Agreement to secure : (i) Either the developer enters into an agreement with the Council under s.278 of the Highways Act and/or undertakes a scheme of works or provides a financial contribution towards site specific transport contributions for highway improvements in the vicinity of the site comprising cycle improvements on the St. Denys Rd/Belmont Road junction including cycle lane works, crossing improvements and traffic calming measures in line with Policy SDP4 of the City of Southampton Local Plan Review (as amended 2015), policies CS18 and CS25 of the adopted LDF Core Strategy (as amended 2015) and the adopted Developer Contributions SPD (April 2013); (ii) Submission of a highway condition survey (both prior to and following completion of the development) to ensure any damage to the adjacent highway network attributable to the build process is repaired by the developer (iii) Either a scheme of measures or a financial contribution to mitigate against the pressure on European designated nature conservation sites in accordance with Policy CS22 of the Core Strategy and the Conservation of Habitats and Species Regulations 2010. 3. Mr Kirk (local residents), Mr Asiamah (agent), and Councillor Shields (ward councillor) were present and with the consent of the Chair, addressed the meeting. Additionally the Panel noted that a statement had been received from a local; resident, who wished to remain anonymous, and that this was circulated, read and posted online.
During discussion on the item, the issues of bin storage and sound proofing were raised officers agreed to amend Condition 4 and add a further condition that address these issues as set out below.

04. Refuse & Recycling (Pre-Occupation)
Prior to the commencement of development, details of purpose built, secure storage for refuse, green waste, glass and recycling located to the front of the dwelling, together with the access to it, shall be submitted to and approved in writing by the Local Planning Authority. The storage shall be provided in accordance with the agreed details before the development is first occupied and thereafter retained as approved. Except for collection days only, no bins shall be left on the pavement to the front of the development hereby approved and shall be stored in the approved store.
Reason: In the interests of visual amenity, the amenities of future occupiers of the development and the occupiers of nearby properties and in the interests of highway safety.
Additional Condition
07. Noise Insulation (Pre-Occupation)
Prior to first occupation of the use hereby approved, a scheme for the insulation from floor to ceiling height of all party walls shown on the approved plans shall be submitted in writing to the local planning authority for approval. Upon approval the scheme shall then be implemented prior to occupation and shall be maintained thereafter for the lifetime of the development.
REASON: to protect the amenities of neighbouring properties in accordance with saved Policy SDP16 of the City of Southampton Local Plan Review (2015).
