Purpose:

To consider the report of the Leader of the Council with regard to the relocation of services from Town Depot.

This report is not for publication by virtue of category 3 (financial and business affairs) of paragraph 10.4 of the access to information procedure rules as contained in the Constitution. It is not in the public interest to disclose this information because it compromises financial and business information that if made public would prejudice the Council’s ability to operate in a commercial environment and obtain best value during acquisition negotiations

Decision:

Cabinet agreed the recommendations set out in the confidential report. 

Reasons for the decision:

1.  To relocate services from Town Depot, in order to enable the Chapel Riverside Development.

2.  To provide a ‘Central Depot’ which will facilitate cleansing and other services being provided to the central part of the City.

3.  To allow the consolidation of services onto one site, therefore releasing other properties which can then be sold or leased.

Alternative options considered:

1.  Do nothing. This option is not viable if the redevelopment of the Town Depot site is to proceed.

2.  Relocate services to City Depot. This option has been discounted because there is currently no space available at City Depot for vehicles and this option would mean that the service is operationally less efficient.

3.  Relocate services to Red Lodge. This option has been discounted because whilst there is space available at Red Lodge for vehicles, given the redevelopment potential for the site the aim would be to move services off rather than onto the site. This option would also mean that services would be operationally less efficient.

4.  Fragment the services over a number of other sites. This option is not recommended due to the fact that a number of Cleansing Services vehicles must be legally stored overnight in licenced premises (i.e. the site must hold a Goods Vehicle Operator’s Licence). The only other site currently with an Operator’s licence is City Depot. It is possible that a licence could be obtained for Red Lodge, but spreading services over a number of sites would decrease efficiency and would prove to be more impractical if the service reduced in size.
