To consider a report of the Cabinet Member for Housing, seeking approval to review and update the current Housing Strategy by 2011, which contains the local priorities and planned actions for both public and private sector housing in the City.  As it is a key Council plan it needs to follow the process set out in the Council’s constitution.

Accordingly the December decision is to publish an issues paper together with proposed consultation arrangements and timetable for the adoption of the revised Housing Strategy and HRA Business Plan for the period 2011-2015 leading to a final decision by Full Council on 13 July 2011 (to be determined).

(i)  To agree the process and timetable for approval of the Southampton Housing Strategy 2011 - 2015 and Housing Revenue Account Business Plan 2010 – 2040.

(ii)  To approve the Housing Issues Paper attached in Appendix 1.

Publication of an issues paper and strategy approval timetable is a requirement of the Budget and Policy Framework Procedure Rules as set out in the Constitution. Publication of an issues paper allows for consultation and consideration of the key elements of any proposed plan or strategy by a wide variety of stakeholders before they become part of the Council’s Policy Framework.

Not to produce an issues paper – this would be contrary to the requirements of the Constitution.
