THE DECISION

Having read the report, including its recommendations and proposals, and following consideration of all other relevant matters, the decision-maker made the following decision.

Tick 4 ONE only, and complete the details if necessary.  Delete all that do not apply.

1.

 4

To approve the proposals / recommendations contained in the report

without modification as set out below.

(i)             That, subject to satisfactory advertisement and consultation, the Solicitor to the Council be authorised to amend The City of Southampton (The Off Street Parking Places) Order 2002 to include the Crosshouse Hard car park.

(ii)            That charges and times of operation as detailed in Appendix 1 be approved with effect from 1st January 2004.

(iii)           That the charging structure is know as Tariff B (Crosshouse).

REASONS FOR THE DECISION

Crosshouse Hard car park currently provides free parking, and since the completion of the St Mary’s Stadium has become increasingly in demand.

Including this car park in the Off Street Car Park Order would enable cars obstructing the public slipway to be issued with a £60 Penalty Charge Notice (PCN).

The income would provide a revenue stream to support other Leisure facilities within the City.

DETAILS OF ANY ALTERNATIVE OPTIONS CONSIDERED AND REJECTED

To continue with the existing arrangements, to not receive income from the car park and be unable to take effective action to prevent parked cars obstructing the slipway.
