The Integrated Commissioning Unit and the
Council’s Transport Strategy Team have identified an
opportunity to jointly commission transport services for people who
have poor mobility or have specific support needs meaning they are
not able to access public transport options. The CCG and Council
fund a range of services which offer specific transport options
(e.g. Dial-a-Ride) or transport as part of the service offer (e.g.
day care). This results in a fragmented service delivery and does
not achieve best value or best customer service.
The Integrated Commissioning Unit is proposing to work with the
Strategic Transport Team to develop an integrated offer, pooling
resources from across the CCG and Council to develop a local
transport solution. Benefits anticipated are as follows:
• Improved access to services for housebound citizens
• Reduction in the need to provide home visiting services,
through the increased use of service hubs
• Provide best value and enable health and social care service
savings to be released
• Improved hospital discharges and admission avoidance
• Reduce loneliness
• Contribute to the Southampton Green City Charter
• Contribute to the development of a locality model of joining
up services based around district centres

Slippage/Variations/Reason for Withdrawal: Due to the change in administration and the complexity and number of stakeholders, deferred to 18 August to allow additional time to brief all the relevant stakeholders and members prior to any decision being presented Community transport is an area being considered by the Local Authority and Integrated Care Board. The focus, scope and scale of the project has changed. Further project work is therefore needed. The item will be added to the forward plan at an appropriate date in the future.
