Landlord Controlled Heating Charges

Decision Maker: Officer Decision Making

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: Yes

Purpose:

To approve new charges to tenants for landlord controlled heating from 5 October 2015.

Decision:

To agree that charges to tenants for landlord controlled heating are reduced by 2.5% from 5 October 2015.

Reasons for the decision:

The financial outturn for 2014/15 shows that the deficit on the heating account has reduced from £523,100 to £3,000 during the financial year. The deficit at 31st March 2015 is £292,000 lower than forecast in August 2014, mainly due to a relatively mild winter.

Alternative options considered:

Alternative options are to increase charges in line with energy inflation, or to freeze charges at current levels. Both options are likely to generate a surplus on the account, which is contrary to policy, and could increase levels of fuel poverty in deprived areas of the City and compound some of the impacts of welfare reform.
