To consider the report of the Cabinet Member
for Economic Development seeking approval for the proposed update
to the Local Development Scheme (LDS) and for delegated powers to
be issued to the Head of Transport and Planning to enable swifter
update of the LDS in the future to ensure it is kept up-to-date, in
accordance with Section 15 of the Planning and Compulsory Purchase
Act 2004 (as amended).
(i) To resolve that the updated Local Development Scheme (Appendix 1) is to have effect on 3rd March 2025.
(ii) In the event provisions from the Levelling Up and Regeneration Act come into force, to grant delegated powers to the Director of Transport and Planning to produce the local plan timetable in substantially the same terms as the updated LDS and to maintain and make future updates (to reflect progress on the Local Plan) in consultation with the cabinet lead.
To ensure that Southampton City Council is providing an up-to-date position regarding the development and update of planning documents, including an accurate timeline for the production of the emerging Local Plan, Southampton City Vision, and to comply with Government instruction for an updated local plan timetable to be published by 6th March 2025 and for this to be updated at least every 6 months.
Do nothing – This option was rejected as leaving the LDS as it is currently would suggest that the details contained within it are still up to date and accurate, which they are not. The Hampshire Minerals and Waste Plan is further advanced, and this should be acknowledged, plus the timetable for the Southampton City Vision Local Plan is now out of date and needs updating for the purposes of transparency to the public and Government monitoring.
