Purpose:

To consider the report of the Cabinet Member for Adults & Health seeking approval to the updated Terms of Reference for the Southampton Health & Care Partnership Board.

Decision:

To agree the new Terms of Reference for the Health Care Partnership Board as shown in Appendix 1 of this report.

Reasons for the decision:

Southampton Health & Care Partnership Board (HCPB) and Health & Wellbeing Board (HWB) bring together senior leaders to discuss issues relating to health, wellbeing and care, and, in the case of the HWB, set strategic direction to improve the health and wellbeing of the local population and reduce health inequalities. In summary;

  The HCPB Terms of Reference require update to reflect the Board’s changing focus and membership.  This paper should be read in conjunction with the updated Terms of Reference, found in Appendix 1 to this paper. 

  In 2024, the HWB received some support and challenge from the LGA and there are a number of findings and recommendations resulting from this.  Following discussion by HWB and HCPB members on 16 October 2024, this paper sets out the proposed way forward in response to each finding/recommendation.

Alternative options considered:

The HCPB and HWB could continue to operate in their current format however this would not enable the Board to clarify the required focus on system spend and delivery of services.  The HWB has sought the support of the LGA in making improvements which it logically would like to act upon to get the most out of the informal peer review style work carried out in 2024.
