Purpose:

To consider the report of the Cabinet Member for Children’s Services and Learning relating to The Wessex Youth Offending Team (YOT) Annual Youth Justice Plan.

 

This is a statutory plan which Local Authorities are required to have and to approve. Cabinet is required to adopt the 20010/11 plan, receive an update on progress since last year and recommend to 15th September 2010 Council approval of the Wessex Youth Justice Plan as part of the Policy Framework.

 

The Youth Justice Plan seeks to place emphasis on each local authority area rather than Wessex as a whole and reflects the outcomes in the City’s Children and Young People’s Plan, Comprehensive Area Assessment and Safe City Partnership

Decision:

On consideration of the report of the Cabinet Member for Children’s Services and Learning Cabinet agreed the following:

 

(i)  To recommend the Wessex Youth Justice Plan 2010/11 to Council for adoption as part of the Policy Framework.

 

Reasons for the decision:

It is a requirement for every local authority to approve an annual youth justice plan.  The strategic aims of the plan are to:

·  reduce offending,

·  reduce re-offending,

·  ensure the safe and effective use of custody; and

·  increase victim and public confidence.

This supports the City priority of ‘keeping people safe’, by reducing crime and anti social behaviour and improving the protection of residents from crime.

Alternative options considered:

The plan is a statutory framework plan and therefore it is not appropriate to consider alternatives.
