Proposed changes to Permits and Permit Charges for Residents Parking Schemes Zones 1-12 & 16 (TRO)

Purpose:

To consider the report of the Cabinet Member for Environment and Transport seeking a decision on the proposed changes to Permits and Permit charges.  The Cabinet will consider the concerns/objections and make a decision as to whether the proposals are approved, withdrawn or amended.

 

As part of the formal and legal process for Traffic Regulation Orders items are brought to Cabinet by the Traffic Management team to decide upon objections raised in response to the Public Notice. 

Decision:

On consideration of the report of the Head of Highways and Parking Services  detailing the proposal to introduce changes to permits and permit charges for resident’s parking schemes zones 1-12 and 16, Cabinet approved the following:

 

(i)  With the proviso that the terms and conditions for the issue of permits refer to a continuous use of a maximum of 6 days and not 14 as previously proposed, the introduction of charges for (day) Visitor Permits and the introduction of an Annual Visitor Permit, with consideration of any additional conditions of use that may be required to prevent misuse.  Also the changes to the issue and conditions of use for Business Permits. 

 

(ii)  The charge for a Second Residents Parking Permit is reduced from £60 to £30 per year. 

Reasons for the decision:

  1. Cabinet are satisfied that the proposals are reasonable in terms of their overall impact.
  2. Having considered the objections, Members are satisfied that for the majority of those affected there is no overall impact financially as the proposals balance themselves out.
  3. The 6 day continuous use condition would not require re-advertisement of the traffic regulation order as with Sunday free of restrictions this is a natural implied 6 day period and is a reasonable condition in the circumstances that will be communicated to those effected with the issue of permits and the conditions attached thereto.
  4. Members are satisfied that the 250m restriction is reasonable and enforceable and will be operated sensibly having regard to individual circumstance.
  5. The proposals overall are enforceable and information will be disseminated to those affected with additional enforcement support and anti-fraud work undertaken during the introduction of the permit scheme.

Alternative options considered:

Taking no action was rejected on the basis that this could put at risk the level of enforcement of existing schemes and the capacity for the Council to promote sustainable transport and continue its policy of responding to community demands for permit parking.
