To consider the report of the Cabinet Member for Children’s Services and Learning seeking approval of the first review of the Children and Young People’s Plan 2009-2012. The Children Act 2004 requires every local authority to produce a Children and Young People’s Plan (CYPP) and to publish a review of the plan on an annual basis. The Southampton CYPP 2009-12 is the city’s overarching, strategic plan for all services for children and young people in Southampton. This Review evaluates the work of the Children and Young People’s Trust in implementing the first year of the CYPP 2009-12 in terms the effectiveness of its delivery in helping children and young people to be healthy, stay safe, enjoy and achieve, make a positive contribution and achieve economic wellbeing.
The ten priorities areas identified in the CYPP 2009-2012 are still relevant; however there are specific areas of focus within those priorities that have been identified from performance and inspection information that inform the updated action plan within the Review for 2010-2011.
To approve the action plan for 2010-11 (see Appendix 1), arising from the review of progress of the first year of the Children and Young People’s Plan 2009-2012.
The Southampton Children and Young People’s Trust has been monitoring the progress made since the plan was published to ensure that work is on track and to consider whether local circumstances or needs have changed which would require the plan to be modified for the second year of its implementation.
A review comprising of ‘no change’ was rejected as it would not respond to the needs of children and young people within Southampton and would not reflect the progress that had been made over the previous year in response to the actions set out in the Children and Young People’s Plan 2009-2012.
