To approve and sign as a correct record the Minutes of the Licensing (General) Sub-Committee meeting held on 5th April, 2006 and to deal with any matters arising, attached.

Exclusion Of The Press And Public - Items 10 - 16

The Chair to move that in accordance with the Council’s Constitution, specifically the Access to Information Procedure Rules contained within the Constitution, the press and public be excluded from the meeting in respect of any consideration of Items 10 to 16 on grounds that are based on Category 4 of paragraph 10.4 of the Council’s Access to Information Procedure Rules. It is not in the public interest to disclose this because doing so would constitute a breach of the Data Protection Act 1998 as well as a breach of a Common Law duty of confidentiality. The individual’s interests and Human Rights have been balanced against the public interest in making this decision.

At a predetermined point during the consideration of all items the Sub-Committee will move into private session in order to receive legal advice when determining the issues. The press and the public, unless otherwise excluded by Category 4 of paragraph 10.4 of the Council’s Access to Information Procedure Rules, will be invited to return immediately following that private session at which time the matter will be determined and the decision of the Panel will be announced.
