Scrutiny news

The Chairs for the various scrutiny panels for 2024/25 are as follows:

  • Overview and Scrutiny Management Committee (OSMC) – Councillor Blackman
  • Health Overview and Scrutiny Panel (HOSP) – Councillor Payne
  • Children and Families Scrutiny Panel (CFSP) – Councillor Barnes-Andrews
  • Scrutiny Inquiry Panel – Councillor Cooper

Scrutiny meetings are taking place in the Civic Centre. A number of meetings continue to be live streamed by the council - details of how to access the live stream will be provided on the agenda page for the meeting. This will be available in advance of the meeting.

We continue to welcome and encourage residents and stakeholders to engage in the scrutiny process. If you have a question related to a specific item on a scrutiny meeting agenda that you would like to raise, please, in the first instance, email your question to democratic.services@southampton.gov.uk.

Overview and Scrutiny Management Committee (OSMC) - Chair, Councillor Blackman

The next meeting of the Committee will be on 21 November 2024, commencing at 5:30pm in the Council Chamber.

The Chair has agreed that the meeting will be a housing special with a detailed scrutiny of the following:

  • The Executive's response to the Private Rented Sector Scrutiny Inquiry
  • Additional Licensing Scheme for Houses in Multiple Occupation (HMOs)
  • Council Right to Buy Receipt Proposals
  • Private Sector Leasing

Children and Families Scrutiny Panel (CFSP) – Chair, Councillor Barnes-Andrews

The next meeting of the CFSP will take place on 28 November 2024, commencing at 5:30pm. The agenda will be education-focused with the following issues subject to scrutiny:

  • Educational attainment
  • Elected Home Education
  • Behaviour - Exclusions and suspensions
  • Attendance

Papers for the meeting will be published on 20 November 2024.

Health Overview and Scrutiny Panel (HOSP) – Chair, Councillor Payne

At the 7 November 2024 meeting of the Panelthe HOSP considered NHS Dental Services, the NHS Hampshire & IOW Strategy, and the newly formed Hampshire & IOW Healthcare NHS Foundation Trust.

The next scheduled meeting of the Panel is on 5 December 2024, commencing at 6:00pm. The provisional agenda is as follows:

  • Adult Social Care Performance & Transformation
  • Healthwatch Southampton Annual Report

Meeting papers will be published on 27 November 2024.

Reducing Gambling-related Harms Scrutiny Inquiry Panel - Chair, Councillor Cooper

The inaugural meeting of the Reducing Gambling-Related Harms in Southampton inquiry was held on 14th November. At this meeting the Panel were provided with an overview of the issues, including a presentation from Professor Sam Chamberlain, Professor of Psychiatry at the University of Southampton.

As gambling-related harm is a complex problem, with a large number of different but often interlinked factors, at the 19 December meeting the Panel will consider a whole place approach to tackling gambling-related harms.

The meeting will commence at 5:30pm and meeting papers will be published on 11 December 2024.
